World Congress in Seoul - SOG Sessions
There were two SOG sessions at the IPSA XVII World Congress
in Seoul, Korea.
Bert A Rockman and Chung-Kil Chung convened the session on
the Changing Role of the State, at which the following papers
were presented:
- "The Role of the State in Post-1980 Turkey"

- "State Models and Economic Development: Controversies,
Convergencies, and Consequences"
Jon Pierre, University of Strathclyde
- "Institutions of Government as a Source of Friction"
Fiona Ross, University of Bristol
- "The State of the State: The State in Advanced Industrial
Democracies at Century's End"
Graham K. Wilson, University of Wisconsin-Madison
The second session on Conflict, Order and Governance was convened
by John Halligan and consisted of three papers:
- "Institutional Conflict and the Governability Gap in
the US"
Colin Campbell, Georgetown University
- "Reconciling Public Sector Restructuring with Adversarial
Federalism: Some Dilemmas of Dual Government"
Martin Painter, University of Sydney
- "The State Institutions and Policy Capabilities:
A Comparative Analysis of the Administrative Reforms in Japan
and Korea"
Yong-duck Jung, Seoul National University & Keunsei Kim,
The Korean Institute of Public Administration
Akira Nakamura and Guy Peters were the able discussants for
both sessions.
The hospitality of Chung-Kil Chung and his Korean colleagues
was much appreciated.
